Department of Land Management and Valuation

Introduction

The Department of Land Management and Valuation (DLMV) within the School of Earth Sciences, Real Estate, Business and Informatics, is among the oldest Departments at the University, as it could be dated back in the late 1970s.  The University which is located at the Observation Hill, just about 14 Kms from the City Centre, is however, one of the oldest institutions offering unique professional education and training in Tanzania. However, as a University, ARU was full-fledged that recognition over a decade age, in 2007.  The DLMV was founded under the former School of Real Estate Studies (SRES), which after the restructuring and reorganization process of schools and departments in 2015; came to be under the School of Earth Sciences, Real Estates, Business and Informatics (SERBI). Resulting from the schools and departments re-organisation, the former School of Real Estate Studies (SRES), with all its academic programmes was merged with the School of Geospatial Sciences and Technology (SGST) to form the current School of Earth Sciences, Real Estate, Business and Informatics (SERBI) at Ardhi University.  The former School of Real Estate offered programmes in both Business and Real Estate Studies, within three departments namely; Land Management and Valuation, Property and Facilities Management and Real Estate Finance and Investment.  Before the 2015 restructuring, the Department of Land Management was offering only one (1) undergraduate programme, and one (1) undergraduate programme under the Department of Property and Facilities Management. Following such restructuring, the Departments of Land Management and Valuation and Property and Facilities Management were merged to form a new Department namely Land Management and Valuation, which until now, offers two undergraduate programmes, namely; BSc. Land Management and Valuation; and BSc. Property and Facilities Management.

Measured by the strength of its staff in teaching and lecturing, research and provision of consultancy services, extensiveness and quality of undergraduate and postgraduate programmes, training and consultancies in Land Management and Valuation, Property and Estates Management, notwithstanding Facilities Management, LMV Department has always been the leading Department in land and property related research, teaching and consultancy in Tanzania. Again, the quality of graduates from the Department of Land Management and Valuation augments the renowned attractiveness and strength of the Department. This Department, on one hand, runs two approved undergraduate programmes, which include; BSc. Land Management and Valuation and Property and Facilities Management. On the other hand, the Department hosts seven (9) postgraduate programmes, which include; Postgraduate Diploma in Real Estate (PGD RE), Master of Science in Real Estate (Valuation) (MSc. RE) by Coursework and Dissertation, Master of Science in Real Estate (Business) (MSc. REB) By Coursework and Dissertation, Master of Science in  Real Estate Economics and Finance (MSc. REE) By Coursework and Dissertation, Master of Science in Land Management (MSc. LM) By Thesis, Master of Science in Land Administration (MSc. LA) By Coursework and Dissertation, Doctor of Philosophy in Land Administration (By Coursework and Dissertation), Doctor of Philosophy in Real Estate Economics (By Coursework and Dissertation), and Doctor of Philosophy in Real Estate (By Thesis). Besides teaching, the Department of Land Management and Valuation also engages itself in Consultancy, through the ARU Built Environment Consultancy Company Limited, a limited share company solely owned by Ardhi University. Further, all academic staff members are involved in one or more topical researches in line with the ARU research agenda.

Current Programmes
To date, the ADLMV offers two and eight approved undergraduate and postgraduate programmes respectively. These include the following:

Bachelor of Science in Land Management and Valuation (Bsc. LMV)

Entry qualifications

i) Direct entry (Form VI) Qualification
Two Principal level passes in either of the following subjects: Geography, Economics, Mathematics, History, English Literature, Commerce, Accountancy, Physics, Biology, and Chemistry. In addition, a candidate MUST have at least a Subsidiary level pass in Mathematics at A.C.S.E.E. or at least a ‘C’ grade at C.S.E.E. Furthermore, a candidate MUST have at least a ‘D’ grade at C.S.E.E. in English Language.

ii) Equivalent Qualifications
NTA Level 6 (Diploma) in Land Management and Valuation, Land Use Planning, and Land Resources Management with a GPA of 3.0 or an average of ‘B’ or FTC in the related fields with an average of ‘B’.

Duration: 4 years

Expected Outcomes

In terms of Knowledge:
Students are expected to Display an adequate level of understanding in;

  • The legal and economic theories and concepts of real estate body of knowledge under diverse real world situations;
  • The relevant information for land management and valuation assignments;
  • The micro and macro level indicators of the performance of the economy in relation to the property market;
  • The knowledge on local context of regulatory framework guiding land administration and valuation

In terms of skills; 
Students must acquire necessary skills to;

  • Value different assets including bare land, farms, buildings, plant and machinery and other specialised assets and prepare professional valuation reports and, evaluate valuation reports prepared by peers;
  • Evaluate evidence and arguments pertaining to the use

Bachelor of Science in Property and Facilities Management (BSc. PFM)

Entry qualifications

i) Direct entry (Form VI) Qualification
Two Principal level passes in either of the following subjects: Geography, Economics, Mathematics, History, English Literature, Commerce, Accountancy, Physics, Biology, and Chemistry. In addition, a candidate MUST have at least a Subsidiary level pass in Mathematics at A.C.S.E.E. or at least a ‘C’ grade at C.S.E.E. Furthermore, a candidate MUST have at least a ‘D’ grade at C.S.E.E. in English Language.

ii) Equivalent Qualifications
NTA Level 6 (Diploma) in Maintenance or Land Management and Valuation with a GPA of 3.0 or an average of ‘B’ or FTC in the related fields with an average of ‘B’.

  • Reporting property management related activities of selling, leasing and maintenance of a property
  • Identify and classify market conditions and dynamics likely to affect the property market through the use of knowledge of property market analysis.  
  • To identify and describe workplace environment likely to affect performance and productivity and advise accordingly.

In terms of skills:
Students must acquire necessary skills to:

  • To examine workplace environment for the purpose of ensuring user satisfaction and improve employees performance 
  • To apply knowledge on property management including selling, leasing and maintenance of properties.
  • Analyse micro and macro indicators of the performance of property market through real estate market analysis
  • Analyze incomplete property related information from multiple sources to support managerial decision making in local and central government offices;
  • Analyze and interpret property market information using statistics and ICT skills for effective business decision making

In terms of competency: 
A student must display adequate competency to: 

  • Manage property and make decisions on matters relating to property management such as letting, selling and purchasing;
  • Appraise workplace environment and facilities and develop solution to problems likely to impact on organizational performance and productivity 
  • Appraise different property market conditions and its impact to property values and advise developer the dynamics of the market
  • Carryout an independent research/study and communicate the findings and outcomes to peers and public.

Entry Requirements
A first degree in the field of Land Management and Valuation of Ardhi University or any other relevant first degree from a recognized institution of Higher Learning.
OR An advanced Diploma in Land Management and Valuation, Urban and Rural Planning, Building Economics, Architecture, Land Surveying of Ardhi Institute or any other relevant Advanced Diploma from a recognized institution of higher Learning.

Duration: 1 Year

In terms of Knowledge
Students are expected to Display an adequate level of understanding in:

  • The legal and economic theories and concepts of real estate body of knowledge under diverse real world situations;

 At least a second class (with a GPA of 2.7) grade or above Bachelor‘s Degree in Land Management and Valuation from Ardhi University or any other Institution of Higher learning. For unclassified Bachelor Degree a candidate must have a B Grade average in the subject of specialisation OR an equivalent Upper Second class of at least a GPA of 4.0 at postgraduate Diploma in Real Estate with specialization in Valuation from a recognized University or any other Institution of Higher Learning and approved by the Ardhi University Senate.

Duration: 18 months

Expected Outcomes

In case of knowledge
A Graduate of M.Sc. in Real Estate Valuation by Coursework and Dissertation will demonstrate will be able to extend and develop knowledge as well as understanding of the different approaches to the valuation of property and examines the application of different techniques employed in the Real Estate Valuation process existing knowledge or professional practice;

In case of skills
A Graduate of M.Sc. in Real Estate Valuation by Coursework and Dissertation will have highly specialized skills to: 

  • Employ advanced techniques, including synthesis and evaluation, required to solve critical and challenging valuations cases; 
  • Use economic concepts and the theory of supply and demand to explain activities in the property market, development and valuation

In case of competency
A Graduate from M.Sc. in Real Estate Valuation will demonstrate:-

  • Ability to deal with complex ethical and professional issues and make informed judgments on issues related to property valuation


Master of Science in Real Estate (Business) (MSc. RE) By Coursework and Dissertation

Entry Requirements
At least a GPA of 2.7 or above at a Bachelor‘s Degree in Land Management and Valuation, Economics, Real Estate Finance, Finance, Property and Facility Management, Law, Civil Engineering or Commerce from a recognized University or Institution of Higher learning. OR  For unclassified Bachelor Degree a candidate must have a B Grade average in the subject of specialisation OR an equivalent Upper Second class of at least a GPA of 4.0 at Post Graduate Diploma certificate of the Ardhi University or from a recognized University or Institution of higher Learning and approved by the Ardhi University Senate, with a first class grade in Land Management and Valuation, Economics, or Finance.

Duration: 18 months

In terms of knowledge
A Graduate of M.Sc. in Real Estate Business by Coursework and Dissertation will be able to extend and develop knowledge as well as understanding of the different business models employed in the Real Estate Business

In terms of skills
A Graduate of M.Sc. in Real Estate Business by Coursework and Dissertation will have highly specialized skills to:

Master of Science in Real Estate Economics and Finance (MSc. RE) By Coursework and Dissertation 

Entry Requirements
At least a second class (with a GPA of 2.7) grade or above Bachelor‘s Degree in Land Management and Valuation, Economics, Real Estate Finance and Investment and Economics from a recognized University or Institution of Higher Learning OR For unclassified Bachelor Degree a candidate must have a B Grade average in the subject of specialization.
OR
An equivalent Upper Second class of at least a GPA of 4.0 at Postgraduate Diploma in Land Management and Valuation, Economics, Real Estate Finance and Investment and Economics from a recognized University or Institution of Higher Learning OR a pass grade with experience in Land Management and Valuation, Economics, Real Estate Finance and Investment and Economics practice of not less than three years OR an equivalent qualification as approved by Ardhi University SENATE.

Duration: 18 months

Master of Science in Land Administration (MSc. LM) By Coursework and Dissertation

Entry Requirements
At least a second class (with a GPA of 2.7) grade or above Bachelor‘s Degree OR for unclassified Bachelor Degree a candidate must have a B Grade average in the subject of specialisation
OR An equivalent Upper Second class of at least a GPA of 4.0 at postgraduate Diploma in; Land Management and Valuation, Law, Urban and Regional Planning, Architecture, Geomatics, Geo-informatics, Land Surveying from a recognized University or Institution of Higher Learning, OR a pass grade with experience in land administration practice of not less than three years OR an equivalent qualification as approved by Ardhi University SENATE.

An equivalent Upper Second class of at least a GPA of 4.0 at postgraduate Diploma in; Land Management and Valuation, Law, Urban and Regional Planning, Architecture, Geomatics, Geo-informatics, Land Surveying from a recognized University or Institution of Higher Learning, OR a pass grade with experience in land administration practice of not less than three years OR an equivalent qualifications as approved by Ardhi University SENATE.

A candidate for admission to the Doctor of Philosophy degree of Ardhi University shall hold the following qualifications:

  • Master’s degree of Ardhi University or an equivalent Master’s degree from a recognised university.
  • Candidates with a First Class or Upper Second class degree, or holders of a distinction or a credit in the case of unclassified degrees, may also be considered for PhD registration. Such candidates have to initially register for the Master degree and do at least one full year's postgraduate training. If they demonstrate outstanding performance, and obtain the authorization of Senate on the recommendation of the relevant School Board or Institute Board and the Higher Degrees, Research and Publication Committee (HDRPC), they may upgrade their registration to PhD candidacy.

Other Requirements 

  • Certificates obtained from institutions recognized by the Ardhi University Senate; 
  • A candidate discontinued on academic grounds from a postgraduate programme may be allowed to apply for admission into another programme; 
  • Such a candidate may be admitted into the same programme after showing evidence that he or she has attended and passed a relevant professional or academic course lasting at least three years after the discontinuation; 
  • Students discontinued from studies because of examination irregularities will be considered for re-admission after they have been away for three years. They will be required to re-apply and compete with other applicants for re-admission into first year; and
  • Upon guarantee of funding.

Doctor of Philosophy in Real Estate (By Thesis)

Entry Requirements

Short Courses

DLMV is also responsive to demands and needs from both public and private sectors, and in this way, it offers short tailor made programmes suitable to specific markets. These short tailor made courses are provided in collaboration with the ARU Centre of Continuing Education (CCE) and spans a number of dimensions including internally for transforming the attitude of staff to develop business-like attitude that may allow the transformation of the Department, the School and the University at large. The department wishes to pioneer change at the school and university level that will enable the business re-engineering of processes associated with Teaching, Research and Public Service. DLMV considers short courses and tailor made programmes as a stepping stone towards more rigorous business oriented programmes to be developed for internal as well as external consumptions.

Student Enrolment at DLMV

Changes in the labour market environment coupled with prolonged challenges in the land administration sector, have led to increased demand for land management and valuation (real estate) graduates, both at undergraduate and postgraduate levels. The DLMV has been selecting only 2% to 3% of the qualified applicants in its programmes. Students’ enrolment at undergraduate has increased slightly from 120 to 150 following the improvement in infrastructure that involved expansion of classrooms and seminar rooms.  With these improvements at hand, the Department of Land Management and Valuation is expecting to increase its enrolment to 300 per annum, by the end of 2020. This will be accomplished through expanding the number of students who have always been enrolled under the BSc. Land Management and Valuation and BSc. Property and Facilities Management programmes. By the end of 2020 DLMV envisages the increased enrolment of around a minimum of 50 new postgraduate students. On average, the annual student enrolment is expected to be 300 (for undergraduates) and at least 50 (for postgraduates) by the end of 2020. In the meantime, the DLMV has approximately a total of 600 students; all pursuing either of the two undergraduate programmes hosted by the department.

ADLMV Facilities, Teaching and Learning Environment

ADLMV uses the available lecture and seminar rooms at Ardhi University, Dar es Salaam. Lecture and seminar rooms are centrally allocated by the University depending on the number of students registered for a particular course. The largest lecture room can accommodate 300 students at a time while the smallest accommodates 60 students. Other facilities if required are also expected to be procured centrally. Learners have access to the Ardhi University’s central Library, and that of the Institute of Housing and Human Settlements Studies. The central library situates within the Ardhi University Dar es Salaam campus.
